THE HOUSING AND ECONOMIC RECOVERY ACT (HERA)

The Housing and Economic Recovery Act (HERA) of 2008 makes a number of modifications to existing laws and funding allocations to assist financially troubled homeowners who are at risk of foreclosure on their homes.  HERA was enacted into law on July 30, 2008.  The CDC has been allocated funding by HERA to establish the Neighborhood Stabilization Program (NSP) to stabilize communities that have suffered from foreclosures and abandonment.  The goal of the program is realized through the purchase and redevelopment of foreclosed and abandoned homes and residential properties.

THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA)

The American Recovery and Reinvestment Act of 2009 (ARRA), better known as the second economic stimulus bill, was signed into law by President Barack Obama on February 17th, 2009.  ARRA makes over $16 billion dollars available to public housing organizations such as the Community Development Commission of the County of Los Angeles (CDC) and the Housing Authority of the County of Los Angeles (HACoLA), by increasing funding for existing programs as well as making funding available for newer services.  (
