You will have to do that research on your own. Neither TVSM nor the Los Angeles Superior Court have that information on how to start a school. Neither agency provides business consulting services for traffic schools, be it a classroom traffic violator school or home study traffic school.

What is the process for applying for the approval of a home study traffic school courses? |

The Home Study Traffic School Program’s Policy and Procedures and Applications are updated as needed. These documents are available for viewing and downloading at the Los Angeles Superior Court’s website.
All Home Study Traffic School Program applicants must adhere to the most current Home Study Traffic School Program’s Policy and Procedure and must use the current Home Study Traffic School Program’s application. All HSTS applications submitted using non-current application forms (i.e. from a previous year) or altered forms are immediately denied and payment is not refunded.
