DESIGN AND UNDERWRITING GUIDELINES
The role of the Housing Development Unit is to administer the two primary loan programs (HOME and Industry). Although the two programs have slightly different processes, the design and underwriting guidelines are the same.
Underwriting guidelines are periodically revised to keep up with increasing costs and standards. As much as possible, the Development Unit works to keep underwriting guidelines in synch with other major federal, state and local loan programs.
Design Guidelines fall into two different categories. The Housing Development Unit will forward project plans (at all stages) to theConstruction Management Divisionto review the overall project design. HOME and Industry Loan documents explicitly list the design submission requirements. In cases where projects fall in other jurisdictions, the CDC review will coordinate comments with the local jurisdiction.
In addition to a general design review, the CDC has a strong commitment to the principles of Crime Prevention through Environmental Design (CPTED). Both CMD and HDP staff are trained in these principles and directed to ensure that CDC-funded projects are held to the highest standards of CPTED excellence, so that our projects provide optimum security and safety for the residents and the community.
