HOUSING PRESERVATION
The CDC offers a variety of financial assistance to homeowners for owner-occupied properties. The assistance, funded with HOME or Community Development Block Grant (CDBG) funds, is used for: single-family rehabilitation grants and deferred payment, or below-market deferred loans. Funds are also provided for the rehabilitation of special needs housing.
The Homeownership Unit provides financial assistance to low-income qualified homebuyers to acquire their first homes using the Home Ownership Program (HOP), the Housing Economic Recovery (HERO) Program and the Housing Economic Recovery Ownership State (HERO STATE) Program.

The Housing Preservation Unit provides financial assistance to qualified owners to rehabilitate their homes. In addition, the Unit utilizes funds from the Federal Aviation Administration (FAA) and Los Angeles World Airport to provide grants to sound insulate residential dwellings from aircraft noise caused by Los Angeles World Airport.
Periodically, Tax Increment funds are also used to offer home improvement grants to qualified property owners in Willowbrook, W. Altadena, Maravilla, and the E. Rancho Dominguez Redevelopment Areas.
