HOUSING DEVELOPMENT PROGRAMS
The primary work of the Housing Development Unit is to administer the federal HOME Program and the City of Industry Program. Both programs provide financing for the development of for sale and rental housing that has long term affordability and/or special needs occupancy and service restrictions.
Although the HOME Program is legally administered by the Commission and the Industry Fund Program is managed by the Housing Authority, the loan administration process is essentially the same, and both funds are handled by the Housing Development Unit. In some cases, CDBG funds or multifamily bonds from the Commission are also part of project financing. More often, the CDC staff work with other federal, state and local agencies that are also providing assistance to the affordable housing projects.
HOME and Industry funds carry different regulations depending on the types of projects being financed. In certain cases, financing is available for land acquisition, pre-development, construction and permanent financing. Both HOME and Industry funds may also remain in single projects as secondary financing for affordable home ownership.
