The Housing Development Unit of the Housing Development and Preservation (HDP) Division administers several finance programs for the development, construction and/or renovation of multifamily rental units, special needs housing, and for-sale housing units. The Community Development Commission of the County of Los Angeles (CDC) and the Housing Authority of the County of Los Angeles (HACoLA) both provide financing programs that are administered through HDP's Housing Development Unit. The two primary programs are the federal HOME program and the City of Industry Fund Program. Both HOME funds (through the CDC) and Industry Funds (through HACoLA) are available to private and non-profit developers.
The Unit helps provide funding for the development of vacant, substandard, or underutilized properties for the purposes of creating affordable housing opportunities for low-income households. In addition to the HOME and Industry Fund program funds, Community Development Block Grant dollars may also be used within the Unincorporated County and in Participating Cities.
The Housing Development Unit also provides technical assistance and manages special projects related to affordable housing development.
