RESIDENTIAL SOUND INSULATION PROGRAM
The Residential Sound Insulation Program is administered by the Community Development Commission (CDC) that provides grants to eligible property owners to sound insulate residential homes and rental units from noise caused by aircraft arriving and departing the Los Angeles International World Airport.
To be eligible for the grants, the property must be located within designated communities of the Lennox, Athens and Del Aire areas. Sound insulation improvements may include replacing windows, exterior doors, attic insulation, vents, electrical panel upgrades, heating ventilation and air conditioning systems and more.
Properties are given priority for sound insulation based on the highest impacted areas first and without building and safety code violations.
Those properties that within the 75 decibels Community Noise Equivalency Level contour will be required to sign a Noise Easement before participating in the the sound insulation program.

NOISE EASEMENT ACQUISITION PROGRAM
Units that are within the highest impacted area of Lennox (75 decibels CNEL contour) are required to sign a Noise Easement, approved by the Los Angeles World Airports, before beginning any sound insulation work. The property must be: (1) witin the 75 decibels CNEL contour; (2) built before 1998; (3) and have a private exterior habitable area. If the property meets the criteria for a grant through the Residential Sound Insulation Program, the property owner is entitled to receive $2,500 per property for single-family, duplex or triplex units and $500 for condominiums.
