Payment standards are the maximum amounts the Housing Authority can pay landlords for gross rent (rent + utilities). A program participant's payment standard is determined by the number of bedrooms authorized by the Housing Authority. The number of authorized bedrooms is based on the number of persons in the participant's family. The Housing Authority must use the SMALLER of the number of bedrooms in the rental unit or the number of bedrooms on the voucher to determine the payment standard. For example, if a family locates a two-bedroom unit with a three-bedroom voucher, the two-bedroom payment standard must be used.
How Will the Reduced Voucher Payment Standard Affect Participating Families?
If there is no change to the participant's family composition and the participant remains in their current unit, the tenant rent will not be affected by the new payment standard until the participant's annual re-examination, beginning in 2011.
If family composition changes anytime on or after January 1, 2010, the Housing Authority will use the new, lower payment standards to determine the participant's share of rental assistance. This means the participant's rent may increase at the annual reexamination in 2010. This doesn’t affect those whose annual re-examination for 2010 has already been completed.
For those participant families who move to a new unit on or after January 1, 2010, the Housing Authority will use the new, lower payment standards to determine the share of rental assistance in the new unit.
